[Bug 1798946] [NEW] After upgrading from 18.04 to 18.10 the system no longer boots

I upgraded fom Kubuntu 18.04 to 18.10 by running `do-release-upgrade` in
the terminal. The process completed without any obvious problems. After
rebooting, the system no longer boots, it gets stuck as seen in the
attachment.
