Bug description:
  Happened during upgrade to release 18.10. I am using xubuntu. It was
  reported an issue with systemd during upgrade. Then it took much time
  (6 hours or more) to reach final error about problem with upgrade and
  rollback message. Seems systemd was not working during upgrade. After
  restart it's state is degraded in `systemctl status`.
