Dimitri, that sounds like it should only be a race between show-splash
and plymouth message, which could cause the splash screen to show up but
not have text displayed. That was not the symptom reported. Have you
in fact been able to reproduce the reported black screen?

Title:
"Remove media" message is not displayed after installation

Status in casper package in Ubuntu:
  Confirmed

Bug description:
  Cosmic Desktop 20181003

After installation the message to remove the installation media and
reboot is not always displayed. Instead there is a black page with a
blinking cursor on the top left. The message can be displayed by
  pressing alt-right_arrow 5 times.

On a UEFI installation, even if the text message is displayed, the
user cannot reboot and have to switch to the purple page to actually
  be able to reboot.
