The mirror of the Ubuntu archive that you are using is not an official
mirror and as such the dist-upgrader disabled the mirror.

# deb http://yow-mirror.wrs.com/mirror/ubuntu.com/ubuntu/ bionic main
restricted # disabled on upgrade to bionic' was disabled (unknown
mirror)

Please switch to an official mirror of the Ubuntu archive and try the
upgrade again.
