[Bug 1797658] [NEW] unable to do do-release-upgrade from xenial to bionic

Public bug reported:

I purged all third party repos and reinstalled all packages with ubuntu
repos. I still couldn't upgrade with do-release-upgrade. So, I'm going
to do a fresh install with the bionic on DVD.
