Note: works as expected in 18.10. As no one else seems to be interested
I will close this.

Title:
GPG_AGENT_INFO not being set in user session

Status in gnupg2 package in Ubuntu:
  Fix Released

Bug description:
For some time now I have noticed that Subversion fails to use the gpg
agent to store passwords in memory for the current session. Someone
on the Subversion mailing list[1] suggested that it might be because
the GPG_AGENT_INFO variable is not being set in the environment, and
pointed me to /etc/X11/Xsession.d/90gpg-agent. I can confirm that
when I source that file the problem goes away. Might this be due to
my using a Wayland, not an X11 session? I see that there is a similar
file for systemd, but it does not seem to be doing the trick.
