The lack of multicore processing is dependent on `locale-gen`. See here for more info and a potential fix:

  Installation is very slow on multicore atom

Bug description:
  I'm repurposing a fanless mini PC with a 32GB solid state drive.

  Installation is progressing, but for a looong time I was watching it
  prepare locales.  It was only running one prepare at a time, despite
  having 4 cores: top shows just 25% utilisation.

  Would it be possible to do that step across all cores in parallel?
