I have fixed this by removing the hold on the package. Your suggestion was
inappropriate.

  Trying to upgrade from 16.04.05 server, by launching do-release-
  upgrade, the system was not able to continue and restored the old
  system.

  I have also run   ubuntu-bug ubuntu-release-upgrader-core and sent the
  report, which I am also attaching here.
