The installer is supposed to now install both copies of grub, so that
your disk will be bootable in any x86 system regardless of firmware
settings.  Why do you believe this is a bug?

Bug description:
  The bionic 18.04 installer used the grub-efi-amd64 package for grub on
  a MacPro 3,1, however the cosmic 18.10 installer on the same machine
  installs grub-pc instead (despite this being an EFI-64 machine).
