  upgrading to 18.04 from 16.04 fails

Status in ubuntu-release-upgrader package in Ubuntu:
  Expired

Bug description:
  attempting to upgrade from 16.04 to 18.04, it looks like it might be
  failing because it can't release a lock, but that makes no sense; I'm
  pretty sure it's because of a held package, but I can't figure out
  which one, any ideas?
