the gcc-6 testsuite look good in both bionic and cosmic.  The autopkg
tests look good, except for the linux autopkg test triggered by gcc-6 in
cosmic.  The trigger is hard-coded in autopkg test, and can be ignored.
The kernel doesn't use gcc-6 at all.

The gcc-6-cross and gcc-6-cross-ports packages are successfully built.

Bug description:
  update gcc-6 to the final GCC 6.5.0 release. GCC 6.5.0 is the last
  upstream release taken from the gcc-6 branch. Backport it to bionic
  (and we have to backport it to cosmic as well), to make the latest
  version available.

  Acceptance criteria:  The package builds on all architectures and the
  testsuite doesn't show regressions compared to the earlier gcc-6
  uploads to the distro.

  Regression potential: There is potential in adding new regressions
  with compiler updates, however this is the last version from the
  upstream branch, so I don't expect many of them.  gcc-6 is not used
  for package building, so no package build is affected by the update,
  and shared libraries are provided by newer GCC versions.

  For the cross compilers, the packages should just build.
