Hi!
We use the locales provided by glibc in Ubuntu, so the first thing you'd
need to do is request that an Abkhazian locale is created upstream.
Example upstream bug:

I see that there is is an existing Ubuntu Abkhazia team, and you should
better encourage more members to join it.
