I’ve been misled by that option for all these years.

Title:
Please apply security updates during Ubuntu install

Status in ubiquity package in Ubuntu:
  Confirmed

Bug description:
Please have the installer apply security updates as part of the
install. That way the system will be secure from first boot.

  Other Info
  ----------
For years I interpreted the "Download updates while installing" checkbox to be intended to actually download all the updates and install all of them before finishing the install. (Instead, it does precisely what it says: downloads updates — without installing them. And it will only download updates until the install finishes — even if the install finishes before all updates have been installed.) I am not the only one to have been confused.

One reason it doesn't work that way though is because this can
significantly lengthen the time needed to complete an install
especially if using an original ".0" ISO for an LTS that has been out
  for several months or years.

I think the tradeoff may be worth it for the security updates. If not,
I guess you could add yet another checkbox for "Install security
updates now". And if you add that, you may want to add another one for
  "Install other updates now".

See LP: #1802340 which proposes that we also update gnome-initial-
  setup during the Ubuntu install.
