Well, the ibus-m17n package does provide a tamil99 input method, so
unless I'm missing something, you can install ibus-m17n, relogin, and
add the "Tamil (tamil99 (m17n))" input source.
One thing that could be done is to let language-selector's pkg_depends
pull ibus-m17n when the Tamil language is installed. That should bring
ibus-m17n (which is a main package) in case of a Tamil install if there
is an Internet connection. Adding a language-selector task.

Bug description:
Tamil 99 keyboard layout which is the default keyboard layout prescribed by the Indian State of Tamil Nadu is not present. Selecting Tamil layout selects the Tamil Inscript layout which is prescribed by the Government of India.
However, considering that Tamil is used only in the state of Tamil Nadu and that most keyboards are manufactured with Tamil 99, the layout by the Tamil Nadu government is the only one sold currently (usually by a company called TVS-e). This can be verified by Googling for Tamil+English bilingual keyboards. The current Inscript layout is useless for actual users and the lack of Tamil 99 layout forces people to switch to Google Input tools.
I have observed this on Ubuntu 16.04.2 LTS
