Bug description:
  'ubuntu-bug apport' creates a pop-up with:

  /home/my-
  login/finance/Insurance/https:/bugs.launchpad.net/ubuntu/+source/apport/+filebug/aa144558-e709-11e8-a586-0025b3df357a?:
  No such file or directory

  It appears that some script is appending my home path onto a URL. The
  default browser does not open a launchpad window.
