[Bug 1802801] [NEW] GRUB install failed on Ubuntu install

Public bug reported:

I have 5 drives in my setup, and tried to install Ubuntu onto one of
them, with the bootloader going to /dev/sdf1 (one of the drives was an
external backup drive). I did an encrypted install, with /dev/sdf1 being
a 2 GiB drive at /boot, and /dev/sdf2 being the encryption space,
mounted to /. Install went fine, but the GRUB install failed
