Title:
dpkg-source is contradicting itself over include-removal

Status in dpkg package in Ubuntu:
  New
Status in dpkg package in Debian:
  Unknown

Bug description:
   dpkg-source -i -I --include-removal -b qtmir-0.5.1+17.04.20170404
dpkg-source: warning: no source format specified in debian/source/format, see dpkg-source(1)
dpkg-source: warning: --include-removal is not a valid option for Dpkg::Source::Package::V1
dpkg-source: warning: Version number suggests Ubuntu changes, but there is no XSBC-Original-Maintainer field
dpkg-source: info: using source format '1.0'

dpkg-source: info: building qtmir in qtmir_0.5.1+17.04.20170404-0ubuntu3.diff.gz
dpkg-source: warning: ignoring deletion of file src/modules/Unity/Application/cgmanager.h, use --include-removal to override
dpkg-source: warning: ignoring deletion of file src/modules/Unity/Application/cgmanager.cpp, use --include-removal to override
dpkg-source: warning: the diff modifies the following upstream files:
   CMakeLists.txt
   src/modules/Unity/Application/CMakeLists.txt
   src/modules/Unity/Application/dbusfocusinfo.cpp
   src/modules/Unity/Application/dbusfocusinfo.h
dpkg-source: info: use the '3.0 (quilt)' format to have separate and documented changes to upstream files, see dpkg-source(1)
dpkg-source: info: building qtmir in qtmir_0.5.1+17.04.20170404-0ubuntu3.dsc

It says to use --include-removal, even though that will not make nay
difference, because `warning: --include-removal is not a valid option
for Dpkg::Source::Package::V1` so maybe it should not suggest to `use
  --include-removal to override` for v1 packages.
