The version shipped in 18.04 uses libgdbm.so.5.

I think you probably have a "man" executable somewhere on your search
path that isn't the one shipped by our package.  Try "which man".

Bug description:
  command 'man' says it requires libgdbm.so.3, but it is not installed and is not offered by 'apt install/search'.
  An easy remedy is to install libgdbm.so.3 manually: libgdbm3_1.8.3-13.1_amd64.deb works for me.
