[Bug 1801381] [NEW] /etc/default/grub.d is undocumented

Following https://bugs.launchpad.net/bugs/901600 there is no
documentation on how this works. There is nothing in the man page about
it at all, nor the various Wiki articles describing the same thing.
Seen as Ubuntu made the changes, Ubuntu should provide the
documentation. It might even close off some of these open bugs.
