Thanks for taking the time to report this bug and helping to make Ubuntu
better. We appreciate the difficulties you are facing, but this appears
to be a "regular" (non-security) bug.  I have unmarked it as a security
issue since this bug does not show evidence of allowing attackers to
cross privilege boundaries nor directly cause loss of data/privacy.
Please feel free to report any other bugs you may find.

  Linux mbpr13b 4.18.0-10-generic #11-Ubuntu SMP Thu Oct 11 15:13:55 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux
  Upgrade from Ubuntu 18.04, all updates applied

  Ubuntu dock has several issues (some reported elsewhere)

  a) dock does not allow to relocate on screen (does not honour gsetting dock-position)
  b) dock does not react to hotkeys (even though are set in gsettings)
  c) dock does not hide on lock screen (https://www.queryxchange.com/q/3_1085426/desktop-is-visible-is-visible-after-suspend/)
  d) dock does allow application launch, termination and some commands when machine in locked
  e) dock appears after resume from RAM
  f) dash button does not react on first mouse click when applications are open
  g) dock changes size if applications are open and a dot indicates the fact
