This bug was fixed in the package ubuntu-release-upgrader - 1:19.04.1

    - updated for 18.10 -> 19.04
  * DistUpgrade/DistUpgradeController.py: check all the python symlinks and
    versions instead of the python one. Thanks to juliank for the assistance.

  * do-release-upgrade: Do not block release upgrades if the installable
    updates are ones which are not fully phased. (LP: #1799710)

Bug description:
  Hello,

  I want to upgrade to 18.10.
  So I start update-manager GUI then update some packets.
  At End it ask me if I want to upgrade. I answer Yes.
  But update-manager close. Nothing happens.

  I run it under terminal and get this message:
  Please install all available updates for your release before upgrading.

  Why GUI don't show this before close?
