[Bug 1773666] [NEW] Error installing Ubuntu on Bios Boot System (non-EFI)

Public bug reported:

When trying to install Ubuntu 18.04 on a dual-boot system, and if
Windows is booting using Bios Boot (non-EFI), it occurs an error
installing the grub-efi-amd64-signed, because there is no /boot/efi
partition. It expected to be installed only in partition table.
