[Bug 1772246] [NEW] Lubuntu upgrade to 18.04 fails from 16.04 & 17.10

Public bug reported:

Originally I was upgrading from 16.04 and switched to 17.10 as an
"interediate step". Both presumingly fail for the same reason. However I
only have the log from 17.10 available and post this here.
