Bug description:
  If the server data quota limit is exceeded, bzr push hangs for some
  minutes and returns a generic error.

  $ bzr push
  Using saved location: ftp://user@hostname.com/branch
  FTP user at hostname.com password: 
  bzr: ERROR: Could not acquire lock LockDir(ftp://user@hostname.com/branch)

  $ bzr --version
  Bazaar (bzr) 0.15.0
