I've managed to finish the grub-efi-amd64-signed installation and set the boot order in efibootmgr by specifying Linux kernel parameter efi_no_storage_paranoia.
For some reason setting the boot order frozen my system on the first run but worked fine on the second run.

System: Ubuntu 18.04 LTS (Lubuntu)
Package: grub-efi-amd64-signed 1.93+2.02-2ubuntu8
1) The system is Lubuntu 18.04. During its install the installer (ubiquity)
rebooted too soon without showing any success message. After reboot a new
record appeared in my rEFInd that contains word "vmlinuz" which boots
Lubuntu just fine.
2) The installer of KDE Neon (around 03.2018) reboots too early in the same vein.
3) After booting into the installed system and trying to `apt install`ing
a new package dpkg asks:
```
dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem.
```.
4) Running `sudo dpkg --configure -a --debug=100` produces almost no
output and reboots the system.

6) A few days before it was producing more output, specifically the
sentence:
"Could not prepare Boot variable: No space left on device"
