[Bug 1769496] [NEW] Onscreen keuboard bug - shift don't work

Onscreen keyboard bugs:

1. Uppercase don't work.

2. Special characters is changing to digits or another special characters, for example: 
"@" produce "2" 
"&" produce "7" 
"+" produce "=". 

It seems like shift don't work. I use polis language. In 17.04 version
it works perfectly.
