[Bug 1769133] [NEW] grub2 will not install

Public bug reported:

Install fails when trying to install grub2.

16.04 LTS worked fine, decided to upgrade to 18.xx    In 16.04 grub was
installed in the Windows uefi bootloader.

Installing v18.xx I twice installed opting to erase the previous Ubuntu
with no luck.

Then tried custom install i.e. (something else), erased the Ubuntu disk
and created custom swap, root, and home partitions and opted again to
install grub into the Windows bootloader..

I did this because way back when I installed 16.04 LTS it was the only
way it would work without destroying my ability to boot both my Windows
and Ubuntu.   It was also the result of some internet research into UEFI
which at the time was new to me.
