Your sources.list file for the Ubuntu archive only contains the
following line:

deb http://archive.ubuntu.com/ubuntu/ xenial-updates main universe
multiverse

You also should enable the release and security pockets by adding the
following lines:

deb http://archive.ubuntu.com/ubuntu/ xenial main universe multiverse
deb http://archive.ubuntu.com/ubuntu/ xenial-security main universe multiverse

After that the upgrade should proceed.
