[Bug 1756779] [NEW] germinate-update-metapackage should run in parallel

At the moment, germinate-update-metapackage takes quite a bit of time to
update the Lubuntu seed, because it's waiting on e.g. a single
Sources.xz file to be extracted.

This should be run in parallel (or at least the option should be
present) so updating the metapackage is quicker.
