I can confirm this bug in Lubuntu Bionic installed from the daily iso
file 'bionic-desktop-amd64.iso'.

Title:
  Default Keyring is not unlocked for the user in Lubuntu

Status in gnupg package in Ubuntu:

Bug description:
  Example scenario:
  1. Go to the file manager (e.g. Nautilus, PCManFM)
  2. Connect to a server via FTP
  3. Enter the password and select "Remember forever"

  In Ubuntu, this is correctly placed into the Default Keyring, and
  remembered (even after a reboot) so that the password does not have to
  be retyped.

  But in Lubuntu, the Default Keyring is locked, and the user has to
  enter the account password to unlock it before it can be used by the
  system.

  • This must be done every time when attempting reconnection after reboot or after logging out and in again.
  • When this happens, even though the correct account password is entered, the first time, the FTP password is not retrieved.
  • If the Default Keyring is manually unlocked beforehand (e.g. via seahorse), the connection proceeds without hindrance.

  Anything that requires access to the Default Keyring within Lubuntu
  would be affected.

  This has been tested on Lubuntu 16.04 including a vanilla
  installation, on both PCManFM and Nautilus.

  Note that if Lubuntu is used by installing lubuntu-desktop over an
  Ubuntu 16.04 installation, this problem does not occur.
