After upgrading the recent grub version and reinstall grub to MBR, do
you still have this issue?

Bug description:
  Before upgrading grub-pc to 2.02-2ubuntu7, everything is good, after
  the upgrade, the on-boot grub console will make screen flash once
  pressing UP/Down key button to select alternative booting OS items.
