This bug was fixed in the package cloog - 0.18.4-1ubuntu1

cloog (0.18.4-1ubuntu1) bionic; urgency=medium

  * Build using isl-0.18, cloog is not yet compatible with isl-0.19.
  * The library has a LGPL-2.1 copyright, not GPL. LP: #1271160.
  * Enable parallel builds.
  * Bump debhelper to v9.
  * Build using dh-autoreconf. Closes: #801337.

  libcloog-ppl1:
    Installed: 0.16.1-1
    Candidate: 0.16.1-1
    
  I found some packages seems to have the license mismatch. For example, the copyright of package libcloog-ppl1 tells us to see /usr/share/common-licenses/GPL whereas its the symlink to GPL-3. But the original license version is LGPL-2.1. It seems that nobody updated the copyright file. This gives wrong information and creates confusion about the package license. This is the same scenario for many packages.
