[Bug 1778960] [NEW] SRU: Update python 2.7 to the final 2.7.15 release

Public bug reported:

Ubuntu 18.04 LTS shipped with the python 2.7.15 release candidate.
Please let's update to the final release.

Upstream changes are:

- bpo-33374: Tweak the definition of PyGC_Head, so compilers do not believe
  it is always 16-byte aligned on x86. This prevents crashes with more
  aggressive optimizations present in GCC 8.

- Identify as 2.7.15 instead of 2.7.15rc1

Acceptance criteria: The package builds, and the testsuite doesn't show
regressions.
