Try this one, it works for me.
$ apt-cache search gnutls
...
libgnutls-dev - GNU TLS library - development files
...

$ sudo apt install libgnutls-dev

  E: Unable to locate package gnutls

  It would be great if Ubuntu provided a package alias for gnutls ->
  gnutls-bin (or perhaps all the gnutls related packages).
