Upgrading from Ubuntu 16.04 LTS

Upgrades from 16.04 LTS will not be enabled until a few days after 18.04.1's release expected in late July.

So not a bug. The upgrade process is working as designed. Marking the
bug as "Invalid".

Should you find that you still do not get notified of an upgrade in
early August then please change the status of the bug to "New"
