Could you please check your Windows Build number?
According to Microsoft and to my test it is fixed in latest builds, starting with 17046. I verified the fix on 17134.

You can get the build number even in Ubuntu's terminal :-) :

$ systeminfo.exe | grep '^OS Version'
OS Version:                10.0.17134 N/A Build 17134

  Hi,

  In a fresh installed Linux Subsystem(Ubuntu Bionic) of Win 10, apt upgrade got this error in bash pre-installation script...
  Could anybody please confirm and check the issue? Thanks!
