Please disable the ubuntu-toolchain-r test PPA using ppa-purge. It
provides packages which are greater than the version to which you are
trying to upgrade.
Installing libgfortran4 as Depends of liblapack3
libgfortran4:amd64 Depends on gcc-7-base [ amd64 ] < 7.3.0-21ubuntu1~16.04 > ( libs ) (= 7.2.0-8ubuntu3.2) can't be satisfied!
