[Bug 1775928] [NEW] Ubuntu installer crashed after failing to install GRUB

Public bug reported:
I attempted to install Ubuntu MATE over a previously ruined Xubuntu
installation (upgrade to 18.04 broke, updater was unable to install
'menu') on an ext4 partition. I chose the option to wipe the old install
of Xubuntu and install Ubuntu MATE in its place. If it makes any
difference, I have Windows 10 installed onto another NTFS partition, but
the installer claimed it would not be affected.
Release: 18.04
Package version: apt-cache was unable to locate grub-installer. Returned "(none)" for apt-cache policy grub.
Expected behaviour: The installer would wipe the ext4 partition and install Ubuntu MATE onto the partition.
What happened: The installer reported that it was unable to install grub-efi-amd64-signed into /target/ and then crashed.
