Public bug reported:

Noticed after upgrading a server to 18.04, the svnserve service was
taking a long time to shutdown. The fix was to add --pid-file=$PIDFILE
after $DAEMON_ARGS in do_start() in /etc/init.d/svnserve.

** Affects: subversion (Ubuntu)
     Importance: Undecided
         Status: New
