Looks like it already is upstream:

.  if '-Tdia' was removed, maybe it's better to label this WONTFIX and
patch the man page to omit mention of 'dia' output format.

Bug description:
  Binary package hint: graphviz

  (dunno how I can mark this item "wishlist," since it's a feature
  request.)

  "man 1 dot" mentions .... "Traditionally,  dot  supports  the  following: -Tps (PostScript),  ... , -Tdia (GTK+ based diagrams), ... "  However, "dot -T help" does not list "dia" among the formats available for output. 
  It would be nice to use /usr/bin/dia to make those last little tweaks to a graphviz graph, like making it planar or labeling subgraphs without partitioning them.
