I can't reproduce this with a bnx2x card. What card are you using?

Bug description:
  Not only does netplan lack support for working with (or creating) SR-
  IOV VFs, running 'netplan apply' (or 'netplan try') deletes any SR-IOV
  VFs that were existing.  This makes it impossible to use netplan at
  all on high performance virtualization servers, since there's no real
  work-around but to uninstall netplan.
