Problem resolved.

I changed to BIOS to allow booting from the CDROM in EFI mode.  Once
that was done it worked correctly.

Bug description:
  Trying a dual boot install.  
  /dev/sda is a Windows SSD and boots normally.
  /dev/sdb is supposed to be the Ubuntu SSD, but grub will not install from the graphical install program.  
  Command line install "sudo grub-install /dev/sdb" returns an error "failed to get canonical path of `cow'."
