Paul, you're replying to a bug that was fixed twelve years ago and
working with instructions that have become obsolete in those twelve
years, which is not usually a very useful way to go about things.  I'd
suggest posting your actual original problem somewhere else (maybe
ubuntu-users at lists.ubuntu.com or askubuntu.com?) for help.

Bug description:
  When I first installed ubuntu, I opted not to install grub

  Later I decided I wanted grub, so I rebooted with the Ubuntu CD, and tried to
  select just the install grub option, it wouldn't install and errored out instead.
