  grub fails to install during fresh install on a side partition  same
  as Bug #1780848

Bug description:
  different attempt at same task this time it was over top of 16.04 that
  was booting fine

  going to back up to original 16.04 install and stop auto up date in
  hopes of avoiding default key ring failure.
