[Bug 1781702] [NEW] Apturl is not in Xubuntu 18.04

Public bug reported:

Apturl is NOT in the default install of Xubuntu.

many persons (NEW USERS) on the xub assistance french forum clic on the
apturl links, and ... it doesn't work.

We have to explain us how to manualy install (via terminal) apturl
before use the apturl links, wich permit them to have a pure GUI
experience .... It's contradictory.

Need to have apturl in the default installation.
