As @juliank pointed out this kernel autoremoval is expected to be fixed in LP: #1624644.
Do you have access to a system where update-manager contains the fix but it does not offer removal of the installed old kernels? If so please check if "sudo apt autoremove" offers the removals.

Incomplete
Bug description:
Current situation: Alot of users dont use the terminal on ubuntu, but
use the graphical updates and get stuck on full list of (older)
kernels wich does not get cleaned without apt autoremove, result
initram nightmare on updates with big list unused kernels(long update
times).
Please add feature into update-manager or software & updates to
cleanup previous kernels for GUI users?
