This is fixed with 
grub-installer (1.128ubuntu11) cosmic; urgency=medium

  * grub-installer: actually also do not purge grub-gfxpayload-lists as it's
    yet another dependency of grub-pc.

You can verify the version you are using by booting the image to a live session an running the following command from a terminal:
cat /cdrom/.disk/info
