Did some more digging, found that python3-lib2to3 is part of python3
-stdlib-extensions 3.6.4-2 which is currently in bionic-proposed
(https://launchpad.net/ubuntu/+source/python3-stdlib-
extensions/3.6.4-2).

Bug description:
  This standard python module was included in artful, but is missing in
  the latest bionic.

  Compare listings (search for "2to3"):

  artful: https://packages.ubuntu.com/artful/amd64/libpython3.6-stdlib/filelist
  bionic: https://packages.ubuntu.com/bionic/amd64/libpython3.6-stdlib/filelist

  Other versions of python3 (libpython3.7-stdlib) have the same problem,
  but python2 is fine.
