[Bug 1751345] [NEW] Timed out waiting for device dev-hvc0.device

Once in a while I get:

[ TIME ] Timed out waiting for device dev-hvc0.device.
[DEPEND] Dependency failed for Serial Getty on hvc0.

That means I cannot login to the system using the console, and sometimes
it's the only method available. Console is on hvc0 itself.

Happens on bionic and xenial.
