  critical init scripts depend on plymouth!?!

Bug description:
  I removed a bunch of GUI stuff (using apt, not forcing anything) from
  several virtual machines would use fewer resources. Afterwards
  "service apache2 start" just hung. I discovered this is due to the
  init script calling "plymouth --ping" which was hanging. The
  workaround was to set loop=yes in /etc/default/rcS.

  It is totally wrong for apache or any non-GUI, non-desktop related
  service to depend on a "graphical boot animation and logger" to start
  correctly!
